Le Ba Thoa was born in Hue in 1923 and has officially carried out scientific research work since 1951. He is the former Dean of the Geography Department of the Teachers' Training College. He is the incumbent Chairman of the Association of Vietnamese Geographers, Chairman and Scientific Advisor to many state level comprehensive survey programs of territories and state level key and independent projects regarding territorial organization. Some of his other published works include: The Mountainous Region and its People, Bases of Natural Geography, Geography of the Cuu Long River Delta, Vietnam's Nature, Territorial Organization of the Red River Delta and the Key Line of Territory and Vietnam's Territorial Organization.
